REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Pre-contract service and preparation of engineering design and tender documents for reconstruction of water supply and sewage networks; renovation of the water treatment plant, and reconstruction of pump station in Vinnitsia city.

This request for expressions of interest follows the General Procurement Notice (GPN) for this project that appeared in UN Development Business issue of August, 2014.

Ukraine has received financing from the World Bank toward the cost of the Second Urban Infrastructure Project (UIP-2), and intends to apply part of the proceeds for consulting services for which this request for expression of interest is issued.

The consulting services ("the Services") include analysis of municipal water supply networks and elaboration of Geographic Information system and hydraulic Model, and preparation of engineering design, tender documents, construction supervision (technical specifications, Bill of quantities and drawings) for the reconstruction water supply and sewage networks; renovation of the water treatment plant, reagent management and potable water reservoirs Station 2 and Station 3; reconstruction of pump station 1 lift station 3 waterworks "Pyatnychany"; reconstruction of pump station 2 lift station 3 waterworks "Pyatnychany"; reconstruction of pump station 2 lift stations 2 waterworks "Pyatnychany" and precontract services. These services will be required for 24 months, starting in July 2017.

The Utility Company "Vinnytsiaoblvodokanal" now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • At least 10 years' experience in civil engineering in the water supply and sanitation sector;

  • General experience and qualification of the company personnel;

  • At least two assignments of a similar nature during the last 5 years.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 and revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection based on the Consultants Quality- and Cost- Based Selection method (QCBS) as set out in the Consultant Guidelines.

Expressions of interest must be delivered in a written or electronic form to the address below (in person, or by mail, or by e-mail) by 01 p.m. May 24, 2017. Expressions of Interest should be submitted with indication of the following subject: "Ukraine-SUIP: VIN-QCBS-02: Expression of Interest by [name of consultant]" to the address referred below:
