1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business issue of August 5, 2014.

2. The Ukraine has received a loan from the International Bank for Reconstruction and Development toward the cost of Second Urban Infrastructure Project (UIP2 ) № 8391-UA, and it intends to apply part of the proceeds of this loan to payments under the contract for (UIP2) VIN-ICB-01 «Purchase of special machinery»

3. The Utility Company «Vinnytsyaoblvodokanal» now invites sealed bids from eligible bidders for:

  • • Lot – 1 (VIN-ICB-01L1) «Procurement of 2 (two) backhoe loaders»;
  • • Lot – 2 (VIN- ICB-01L2) «Procurement of 2 (two) cargo trucks with crane manipulator»;
  • • Lot-3 (VIN-ICB-01L3) “Procurement of 7 (seven) Cars for the maintenance of plumbing and sewage networks»:
    • - “Vacuum truck (sludge)” 2 pieces;
    • - “Sewer jet truck” 1 piece;
    • - “Combined truck with pumping and washing function” 1 piece;
    • - “Specialized truck for emergency works” 3 pieces;

Basic qualification criteria for bidders are as follows:
(a) If Bidder is Manufacturer:
The Bidder shall have at least two (2) successfully completed contracts for supply of similar goods during the last three (3) years each in amount not less than:

  • for Lot 1 - USD 200 000;
  • for Lot 2 - USD 200 000;
  • for Lot 3 - USD 700 000.

(b) If Bidder is not Manufacturer:
If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii) a), and the Bidder shall demonstrate that it has successfully completed at least two (2) contracts for supply of similar goods during the last three (3) years each in amount not less than

  • for Lot 1 - USD 200 000;
  • for Lot 2 - USD 200 000;
  • for Lot 3 - USD 700 000.

Local Bidders should submit also documentary evidence of not having deferred debts to Tax authorities.

Detailed qualification criteria are specified in Section III of the bidding documents.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised July 2014, and is open to all bidders from eligible source countries as defined in the guidelines. In addition to paragraphs 1.6 and 1.7 it describes the policies of the World Bank, regarding conflicts of interest.

6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below (1) and upon payment of a nonrefundable fee USD 200 (two hundred US dollars) or UAH 5 600 (five thousand six hundred hryvnias).The method of payment will be bank transfer to account (1). The document will be sent by airmail for overseas delivery and surface mail or courier for local inland delivery or can be picked from the address (1) below.

7. Bids must be delivered to the address below (1) at or before 12:00 noon local time February 16, 2018. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below.
