1. The Ukraine has received a loan from the International Bank for Reconstruction and Development (IBRD) in various currencies towards the cost of Second Urban Infrastructure Project (UIP2). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for ‘Renovation of the Water Treatment Plant and Reconstruction of Pump Stations in Vinnitsa City’.
2. The Utility Company “Vinnytsiaoblvodokanal” now invites sealed bids from eligible bidders for the construction and completion of Water Treatment Plant (production capacity of at least 100,000 m3/day for drinking water), Water Pumping Station of 2nd Lift (production capacity of at least 6,000 m3/hr) and reconstruction of existing Water Pumping Station of 1st Lift (production capacity of at least 200,000 m3/day) (“the Facilities”). International competitive bidding will be conducted in accordance with the Bank's Single-Stage Bidding Procedure.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 as revised through July 2014 Corrigenda ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
Qualification requirements for Bidders, including members of joint ventures:
- • Average Annual Turnover: Minimum average annual turnover of fifteen million US dollars (US$ 15 million) equivalent calculated as total certified payments received for contracts in progress or completed, within the last four (4) years starting 1st of January, 2015.
- • General experience: Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last seven (7) years, starting 1st of January 2012.
- • Specific experience:

- (a) A minimum number of similar contracts specified below that have been successfully and substantially completed as a contractor, joint venture member, management contractor or sub-contractor between 1st January 2012 and bid submission deadline and that are similar to the proposed Plant and Installation Services:
- (i) one (1) contract, within the last seven (7) years, with a value of at least twenty-two million US dollar (US$22,000,000)
- (ii) two (2) contracts, within the last seven (7) years, with a value of at least fifteen million US dollar (US$15,000,000)
The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements. Summation of number of small value contracts (less than the value specified under requirement) to meet the overall requirement will not be accepted.
- (b) For the above or other contracts executed during the period stipulated in 2.4.2 (a) above, a minimum experience in the following key activities:
- (i) experience in supply and installation of at least two (2) water pumpsets of at least 4,000 m3/hr capacity each.
- (ii) experience in construction/reconstruction of municipal water/wastewater treatment plant(s) of at least 50,000 m3/day capacity.
- (a) A minimum number of similar contracts specified below that have been successfully and substantially completed as a contractor, joint venture member, management contractor or sub-contractor between 1st January 2012 and bid submission deadline and that are similar to the proposed Plant and Installation Services:
- • Financial resources:The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
- (i) the following cash-flow requirement: two million five hundred thousand US dollars (US$2,500,000); and
- (ii) the overall cash flow requirements for this contract and its current commitments.
- • Personnel: The Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements:

4. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of UAH 5,600 (five thousand six hundred Ukrainian Hryvnia) or USD 200 (two hundred US dollars). The method of payment will be banking transfer to the account indicated below. The document will be sent by airmail for overseas delivery and surface mail or courier for local inland delivery or can be picked from the Address (1) below.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant Design, Supply, and Installation, revised April 2015.
6. Bids must be delivered to Address (1) below on or before 12:00 noon local time on August 09, 2019 and must be accompanied by a security of US$ 500,000 (five hundred thousand US dollars) or its equivalent in a freely convertible currency. Electronic bids are not permitted. Late bids will be rejected.
7. Bids will be opened in the presence of bidders’ representatives who choose to attend at 12:00 noon local time on August 09, 2019 at the Address (2) stated below.
